Region locking is not a step towards the future. It began with the early consoles from the 80-90's. Due to the different signal standards for each country/region (PAL, NTSC etc.) consoles had to match these standards, therefore releasing games to match. Nowadays, current TV's (as well as most consoles) support all signals so it isn't really an issue. The main issue now with region locking imo has to do with classification and local laws for each said classification in every country.
